Case study:
How we helped
We swiftly engaged with key stakeholders to gather all necessary information and supporting documentation, enabling us to efficiently draft the Outline Business Case. At the same time, we proactively identified gaps in supporting areas and flagged them for prompt action. Working within tight governance timelines, we conducted structured, rapid iterations, moving from early drafts to a board-ready final version, while carefully managing internal client feedback regarding version control and approvals. This approach ensured the client could meet critical governance milestones. In addition to the OBC, we developed a concise stakeholder briefing deck to facilitate targeted engagement and ensure executive stakeholders were thoroughly informed.
The Problem
PDS needed to progress a large technology programme of a National solution by producing an Outline Business Case (OBC) suitable for board consideration under challenging timelines. The case needed to be compliant with the Five Case Model and inform an associated procurement via clear, executive friendly engagement materials.
Outcomes
We successfully delivered a board-ready Outline Business Case that was fully aligned with HM Treasury’s Five Case Model. Our strong stakeholder engagement secured buy-in and timely board approval, ensuring the PDS programme progressed seamlessly and remained firmly on schedule.

Testimonials
“Larsen delivered exceptional results on a time-boxed statement of work with a challenging deadline. Despite the tight timeframe, Larsen successfully completed the Outline Business Case (OBC) to a high standard and ensured all stakeholders were fully briefed through a clear and professional presentation. Their ability to manage pressure, maintain focus, and communicate effectively made a significant impact on the success of the project. I would highly recommend Larsen for any future engagements requiring precision, speed, and stakeholder alignment.”
